Disclosure: I built one of the tools below. With that said, the Adobe gap is real and here's how the pricing actually shakes out across the options:
CaseGuard. $99 to $329 per month depending on volume. Probably the most-recommended for solo paralegals because it covers PDF, video, and audio in one tool.
Veritone Redact. Enterprise tier, but the AWS Marketplace listing is $9,521/yr for 100 hours, which works out to about $1.59 a minute. Strong tool, expensive for small matters.
SecureRedact (Pimloc). PAYG at $6 to $8 per minute depending on plan. UK-based, FOIA-friendly, bills monthly.
JusticeText. Public-defender-focused, custom pricing. Worth mentioning because if you're at a PD office they explicitly cater to non-paying tiers.
Reduct.video. $40 to $75 per seat per month. Transcription-first with redaction layered on. Fits if you also need transcripts.
Blurcast. This is mine. $1/min PAYG, no subscription, no setup. Video only. AI face blur or face replacement, tattoo and mark removal, background blur, metadata stripping. Doesn't do audio or PDF. Free trial, no card. DM me if you want to run a sample file through before committing.
What kind of files are you redacting most? Bodycam in proprietary containers is a different problem from MP4/MOV, and that affects which tools can even ingest the file.

Disclosure first since I'm about to mention a tool I built: I'm a solo founder. With that out of the way, here's the honest landscape.
Manual Premiere mosaic + Mocha is what most documentary editors end up doing for this. The result usually doesn't pass broadcast review since the blur looks soft on a 4K cut, and frame-by-frame correction when the subject turns more than 30 degrees is the slow expensive part.
A few options worth knowing:
Boris FX BCC+ Witness Protection. Paid Premiere/AE plugin, tracks better than the built-in mocha mask. Closest thing to "click face, walk away" if you're shipping broadcast.
Pseudoface and Neoface. Creator-anonymity tools, mostly OnlyFans-targeted. They do AI face replacement, but the architecture is image-first and video support is uneven for docs.
Brighter AI and SecureRedact. Enterprise tier (GDPR, FOIA, automotive fleet anonymization). They won't sell to indie post-supervisors.
blurcast.com. This is mine. Two face modes per detected face: blur, or AI replacement with a synthetic identity. Plus tattoo and mark removal, background blur, and metadata stripping in one pipeline. $1/min PAYG, no subscription, free trial, no card.
